fix(ci): make lint and windows tests reliable

Run golangci-lint v2 via go install to match the active Go toolchain, and remove Windows coverprofile generation that PowerShell resolves incorrectly as package .out. Co-authored-by: Cursor <cursoragent@cursor.com>
